ENLARGEMENT

 

Interregional co-operation forms the foundation of a European project rooted in the regions; through concrete initiatives, the European regions demonstrate how they and their citizens can co-operate and exchange ideas on common issues and problems and together identify solutions that are beneficial to all. In 2006, the Institutional Affairs committee developed a very practical example of this through its AER Peer Review Initiative (APRI). The APRI project enables multinational teams of economic development experts to undertake mentoring visits to host regions and to provide advice on the improvement of their economic development policies.

This document explains the procedure by which a peer review is carried out and sets out the roles and responsibilities of the host regions and the review teams.

 

INSTRUMENT FOR PRE-ACCESSION ASSISTANCE (IPA)

Summary of IPA

 
The Instrument for Pre-Accession Assistance (IPA) will replace a number of existing funding programmes, including Phare, SAPARD, ISPA, Phare CBC, CARDS and funding for actions in Turkey. If approved by the European Parliament and the Council, it will enter into force on 1 January 2007.

Position Paper (November 2005)

AER opinion on the basis of the Proposal for a Council Regulation Establishing an Instrument for Pre-Accession Assistance (COM(2004)627), the Communication from the Commission to the Council and the European Parliament on the Instruments for External Assistance under the Future Financial Perspectives 2007-201 and the Regulation Laying Down General Provisions Establishing a European Neighbourhood and Partnership Instrument (COM(2004)628).

Memorandum of Understanding

The United Nations Development Programme and the Assembly of European Regions, taking into account the importance of decentralised co-operation as an effective mechanism for sustainable development and notin the common comitment to the promotion and implentation of such mechanism, jointly agree to the devolpment of a concrete cooperation framework based on the principles contained within this Memorandum of Understanding
