In 2006 the AER drafted a Regionalism Report and respective Country Reports. The Regionalism Report is the first stage in an ambitious project to understand how regionalism works in practice across Europe. The report was drafted by the working group “Regionalism across Europe” which was set up to examine the issue of regionalism within Europe, an issue made topical by recent changes in political processes and the review of structural arrangements in many countries. In 1997 the AER published its Declaration on Regionalism in Europe which sets outs core principles for regions: definition of the region, institutional organisation, competences, financing, and involvement of regions, relations with other levels of government and international organisations as well as trans-frontier cooperation. The AER supports the European Charter on Regional Democracy which has been drafted by the Congress of Local and Regional Authorities (CLRA) of the Council of Europe. For further information, please consult following page.
In order to be able to fully participate in a regional and European democracy policy makers and officers need to be well informed of the workings of the European Union. Therefore the AER is providing training in European affairs for regional politicians and officers. Please click here in order to read more about the Training Academy.
It is furthermore one of the key objectives of the AER to support AER member regions with the implementation of regional structures and give advice on how regional self-government can look like. Therefore the AER organises seminars on regional democracy in various member regions to which a wide variety of experts in the field are invited. Another tool the Institutional Affairs committee is working with is, are study visits which are organised for representatives from regional administrations and politicians, but also for representatives from national governments in order to visit another region or the EU institutions in Brussels dealing with regional policy.
