REGIONAL PARTNERSHIPS

Seminar & Partnership Fair on Interreg IV opportunities

AER hosted a seminar and partnership fair on 14 June 2007 in Strasbourg in collaboration with Région Alsace (FR). This experience has shown the wish of the Regions to continue the exchange of best practices, but also to go a step further, by setting up new networks on specific issues, in view of implementing joint projects. The new Interreg IVC offers appropriate opportunities to the Regions to get useful financial support for these networks. The AER has therefore decided to build up on the experience of Centurio by organising an ad hoc Seminar and Partnership Fair on Interreg IVC.

REPORT ON THE LEGISLATIVE AND INSTITUTIONAL FRAMEWORK FOR REGIONAL PARTNERSHIP

This report analyses the legislative ad institutional framework for regional partnership and make a series of recommendations on enhancing the framework for such partnerships.

EUROPEAN GROUPING OF TERRITORIAL COOPERATION (EGTC)

The legal framework for the implementation of co-operation programmes has been improved by the introduction of particular provisions in the draft General Regulation and the draft ERDF Regulation.

Since 1st August 2007, the new legal instrument for a "European Grouping of Territorial Co-operation" (EGTC) has entered into force. It intends to facilitate the implementation of co-operation programmes by allowing for Member States, regional authorities, local authorities and/or bodies governed by public law from at least two Member States to associate under a joint convention.

Currently, the AER is preparing an information and training package for stakeholders. In order to help us in this task, we would be grateful if interested persons would reply to the questionnaire below and return it to mecca consulting.

AER Resolution on the Contribution of the Regions to the Attainment of the Millennium Development Goals

The world leaders have the commitment to attain the Millennium Development Goals (MDG) by 2015. These Goals have been established by the United Nations and the United Nations Programme for Development (UNDP) has launched programmes like ART for the territorial entities.

This resolution, produced by the AER network "International Solidarity", takes into account that the local and regional authorities are actors in the field of "International Solidarity" and encourages all regions to integrate the MDG in their development strategies.
